Phone 1 doesn't ring but can place calls

A few days the phone plugged into phone 1 port stopped ringing. I could still place calls on it and if I just happened to pick it up when call was received, I could answer the call.

I switched the lines plugged into the phone 1 and phone 2 ports on the OBI202 and the systems switched to the phone that was now plugged into phone 1 and the phone that was originally in phone 1 now worked fine in phone 2 port.

Also, the phone 1 port has a fuzzy background noise regardless of which phone is plugged in to it.
